ORDER
Petitioners Citizens Clean Elections Commission and Arizonans for Clean Elections have filed their petitions for review, and the Respondent Steve May is scheduled to file his response on or before July 23, 2002.
IT IS THEREFORE ORDERED that oral argument be heard in this matter August 8, 2002 at 2 p.m., 20 minutes per side. Because the issue in May v. Weisberg, CV-02-0206-SA is now moot, the requested stay having been imposed by this Court July 3, 2002, the oral argument hereby ordered shall be heard in the instant case.
This Court hereby directs the parties to address the following issues at the oral argument:
1. Whether the Court of Appeals erred by deciding that the clean elections surcharge was more akin to a regulatory fee than to a general tax.
2. Whether the cases concerning compelled funding of speech are germane here, and whether the Court of Appeals erred by applying the principles that govern Abood v. Detroit Board of Education, Keller v. State Bar of California, and United States v. United Foods, Inc. rather than those that govern Board of Regents v. Southworth.
